Every week I get some version of the same phone call: “I bought an EV, how hard can it be to plug in a charger?” The honest answer is that the charger itself is easy. What determines your final bill is what’s behind your electrical panel, how old your house is, and whether your service can handle another 40 to 60 amps without tripping something else in the process.

I’ve been doing residential electrical work in the Seattle area since before most of my customers owned an EV, and I want to walk through what these jobs actually cost, not what a national chain’s website guesses they cost.

Why the Panel Is the Real Cost Driver

A lot of homeowners assume the charger unit itself is the expensive part. It isn’t. A quality Level 2 charger runs $400 to $700 retail. The labor and materials to get 240 volts safely to your garage is where the number moves.

Here’s what we’re actually pricing when we quote a job:

  • Whether your existing panel has open breaker slots and available amperage
  • Distance from the panel to the charger location
  • Whether the run goes through finished walls, concrete, or an unfinished basement
  • Whether you need a load calculation under NEC Article 220 to confirm the service can handle the added draw

That last point matters more in this region than people expect. A lot of homes in Seattle, particularly in neighborhoods built before 1970, still have 100-amp services. Add an EV charger to a house that also has electric water heating, a heat pump, and a range, and you can exceed what that panel was ever designed to carry. What NEC and L&I Actually Require

I get asked a lot whether a homeowner can just buy a charger and have a friend “who’s good with electrical” wire it in. Here’s the straight answer.

Washington State L&I requires a licensed electrical contractor to pull a permit for any new dedicated circuit and any work that involves a service panel. EV charging circuits fall squarely into that category. NEC Article 625 covers electric vehicle charging equipment specifically, and it requires things like proper overcurrent protection, correct conductor sizing for continuous loads (charging counts as a continuous load, so conductors and breakers are sized at 125 percent of the charger’s rated amperage), and, in many cases, GFCI protection depending on the charger and installation type.

Skipping the permit doesn’t just risk a fine. It risks your homeowner’s insurance denying a claim if that circuit ever causes a fire, and it can create real problems when you sell the house and a home inspector flags unpermitted electrical work.

The 100-Amp Panel Myth

I want to clear up something I hear constantly: “My electrician said 100 amps is plenty for one appliance, so it’ll be fine for the charger too.” That’s not how load calculations work. It’s not about whether one circuit fits — it’s about whether the sum of everything running in your house, calculated per NEC 220, still fits under your main breaker with the new circuit added.

We see this most often in Seattle bungalows and older Everett homes where a 100-amp panel was installed decades ago and has since picked up a heat pump, an electric dryer, and now an EV charger request. PSE and Snohomish PUD: Does Your Utility Matter?

Yes, in a couple of practical ways. Most of Seattle and much of King County is served by Puget Sound Energy, while most of Snohomish County is served by Snohomish County PUD. Both utilities have offered EV charger rebate programs at different points, and the rules change, so I always tell customers to check current utility rebates before the project starts rather than after — some programs require pre-approval or specific charger models to qualify. Practical Checklist Before You Call an Electrician

  • Know your charger’s amperage rating (most home Level 2 units are 32–48 amp)
  • Find your panel’s rated amperage — it’s printed on the main breaker or panel label
  • Count how many large appliances currently run on that panel (electric range, dryer, water heater, heat pump)
  • Measure the rough distance from your panel to where you want the charger mounted
  • Check whether your garage is attached, detached, or if the charger will be mounted outdoors
  • Ask whether your city (Seattle, Bellevue, Everett, or elsewhere in King or Snohomish County) requires a separate electrical permit inspection

When to Bundle This With Other Electrical Work

If your panel is already at capacity, it rarely makes sense to upgrade it just for a charger and leave everything else alone. This is a good time to also address any known issues — flickering lights, warm outlets, or a panel that’s still using older breaker types. It’s also worth checking whether your water heater is near end of life; if you’re already opening up walls for conduit, a water heater repair visit can happen in the same appointment and save a second service call. Same logic applies if your AC unit or heat pump has been underperforming — bundling that AC repair evaluation into the same visit is usually more cost-effective than scheduling separately.
